People are asking if it is proper or appropriate for the Army to give $700,000 armored vehicles to local police departments.

My question is: Why are hundreds of these bomb- and bulletproof vehicles suddenly declared surplus? Are we sure we won’t need them again for some new guerrilla war somewhere? If we are sure we won’t need them again in the near future, why did we not leave them with the countries still involved in guerrilla wars, countries that could use them for what they were designed for, instead of bringing them all home and then offering them to civilian police departments?

Couldn’t they be mothballed for some potential future use instead of later madly trying to get new ones built in a hurry?
