WATERVILLE — The Planning Board on Monday voted 5-0 to recommend the City Council rezone the former Goudreau’s Retirement Inn property on College Avenue so it can be converted into apartments.

The developer, Booker Family Properties, or BFP LLC, is requesting that the 110 College Ave. property be rezoned from Residential-B and Commercial-C to Contract Zoned District/Commercial-A, which would allow for apartments on that site.

If the council approves the rezoning request, BFP LLC would come back to the Planning Board to present an informal application for the apartment proposal, which the board would review under the multifamily developments section of the city’s zoning ordinance and part of the site plan review and subdivision ordinances, according to City Planner Ann Beverage.

Beverage said Tuesday that the board voted to require two conditions — that the contract zone’s only allowed use at 110 College Ave. be apartments and that a fence be erected as a buffer between the development and Myrtle Street property. Myrtle Street runs perpendicular to College Avenue near the site and some residents of Myrtle Street attended the meeting to request a fence be erected, according to Beverage.

In other matters Monday, the board approved a request by Thomas College to change a previously approved plan so as to expand its trail system. The board reviewed the plan under the subdivision and site plan review ordinance and the shoreland zoning section of the zoning ordinance.

Also, the board approved revisions to a previously approved plan requested by 295 KMD LLC to add a storage building, as well as paving, at Penny Hill Park on Kennedy Memorial Drive. The board also approved a sign for Assistance Plus, located at 3 Michael Lane. The sign would be erected near Silver Street.
