I just read in the police section of the newspaper that there were a number of complaints of loose dogs. That got me to thinking, how come I never see a report of a loose cat?

I own a dog and am required to keep him on a leash, pick up his poop, register him with the city, and make sure he has all his vaccinations.

At the same time my neighbor with five cats gets a complete pass on all these requirements. Their cats poop and urinate on my flower beds at will.

Is it time to treat dogs and cats the same and place the same requirements on cats? The are both pets, and fair is fair.
