Against the odds, European Union agrees to open membership negotiations with Ukraine

President Volodymyr Zelensky welcomed the agreement as 'a victory for Ukraine. A victory for all of Europe.' At the same time, EU leaders also decided to open negotiations with neighboring Moldova.
